AN INTEGRATED POLICY FOR ADDRESSING NARCOTICS OFFENCES AMONG STUDENTS

Narcotics abuse among Indonesian students is an alarming multidimensional problem that requires an integrated policy response rather than reliance solely on law enforcement and criminal punishment. This normative legal study formulates five interrelated pillars: values-based education, primary prevention, strengthened family involvement, structured school supervision, and comprehensive rehabilitation. A one-dimensional punitive approach risks criminalising students who are themselves victims of dependence, intensifying stigma, and obstructing recovery. Accordingly, effective and sustainable prevention and control require synergy between proportionate criminal-law measures, preventive educational policies, family participation, structured school oversight, and accessible rehabilitation services. Such an integrated framework is essential to establish a humane, effective, and sustainable response to narcotics offences and abuse among students.
