The Role of West Sumatra Regional Police Intelligence and Security Directorate in Preventing Terrorism Radicalism

Terrorism crimes in Indonesia are regulated by Law of the Republic of Indonesia Number 5 of 2018 concerning Amendments to Law Number 15 of 2003 concerning the Eradication of Criminal Acts of Terrorism. This regulation emphasizes the importance of early terrorism prevention efforts, particularly within the jurisdiction of the West Sumatra Regional Police, to anticipate the development of radicalism that has the potential to disrupt public security and order. This study aims to analyze the efforts to prevent terrorism and radicalism carried out by the Directorate of Security Intelligence of the West Sumatra Regional Police, and to identify the obstacles faced in their implementation. This study is a descriptive study with a normative juridical approach supported by an empirical juridical approach. Data were obtained through document studies and interviews, which were then analyzed qualitatively. The results of the study indicate that prevention efforts are carried out through the management of information related to the activities of radical groups in a closed manner using clandestine methods, the application of a life-course approach that emphasizes age factors in understanding individual behavior, and mapping radical groups by involving community leaders. The main obstacles faced include the limited number of Intelkam personnel, particularly at the police resort level, and limited budgetary support, given the predominantly field-based nature of Intelkam's work. This research underscores the need for strengthening human resources and institutional support to increase the effectiveness of preventing terrorism and radicalism in the regions.
