Implementation of Enforcement Actions Against Prostitution at Karaoke Venues by Padang City Satpol PP Unit

Abstract

The authority of the Public Order Agency (Satpol PP) in enforcing regional regulations in Padang City is regulated normatively in Padang City Regional Regulation Number 11 of 2005, specifically Chapter I Article 1 concerning general provisions. The regional regulation also regulates the prohibition of prostitution practices which are classified as a form of social disadvantage as stated in Chapter VII Article 10 paragraph (2), which emphasizes that everyone is prohibited from selling themselves as prostitutes or engaging in sexual transactions. Although the regulation has been strictly regulated, the practice of hidden prostitution in Padang City still continues and is no longer a hidden phenomenon, especially in a number of business establishments such as massage parlors, spas, pubs, cafes, karaoke places, and beauty salons. This study aims to analyze the implementation of the control of hidden prostitution in karaoke places by the Padang City Satpol PP and identify the obstacles faced in its implementation. This research is a descriptive study with a normative juridical approach supported by an empirical juridical approach. The research data consists of primary data and secondary data collected through document studies and interviews, then analyzed qualitatively and presented descriptively. The research results show that the implementation of the control of undercover prostitution in Padang City has not been effective, as indicated by the continued discovery of prostitution practices in a number of karaoke establishments. Control efforts are carried out through routine raids, patrols, and community outreach activities. If violations are found with sufficient evidence, law enforcement is carried out, while if the evidence is insufficient, the perpetrators are given guidance. The main inhibiting factors include limited human resources, low loyalty to the main tasks and functions of supervision, the absence of a special budget, limited facilities and infrastructure, and low public awareness and participation in supporting the enforcement of regional regulations.
