Effectiveness of early detection by West Pasaman Police intelligence in combating motorcycle theft perpetrators department

The crime of theft as regulated in Article 362 of the Criminal Code is a form of basic theft that still frequently occurs in society. In the jurisdiction of the West Pasaman Police, the number of two-wheeled motor vehicle thefts (curanmor) showed a significant increase, from 197 reports in 2022 to 242 reports in 2023. This condition requires more effective efforts, especially through early detection, to prevent the occurrence of motorcycle theft and reduce the crime rate. Based on this background, the problems in this study include: first, how effective are early detection efforts against perpetrators of motorcycle theft by the Intelligence and Security Unit (Satintelkam) of the West Pasaman Police; and second, what are the obstacles faced in implementing these early detection efforts. This research is a descriptive study with a normative juridical approach supported by an empirical juridical approach. The data used consists of primary and secondary data, collected through document studies and field studies, then analyzed qualitatively. The research results indicate that the early detection efforts carried out by the West Pasaman Police's Intelligence Unit (Satintelkam) are quite effective, as reflected in the decline in motorcycle theft. This effectiveness is supported by the implementation of preventive patrols, an inventory of potential security disturbances, and mapping of crime-prone hours. However, obstacles remain in implementation, particularly limited human resources, a shortage of Intelligence Unit personnel, and limited supporting facilities and infrastructure. Therefore, personnel capacity building and facility support are needed to optimize early detection in maintaining public security and order.
